It is possible for night sky radiation to cause the outside surface temperature 
to be colder than the outdoor dry bulb.  The psychrometric errors are probably 
due to an unrelated issue.  If you need further assistance, please upload your 
idf file to the Problem_Submittals folder in the yahoo files area or e-mail it 
(zipped) to energyplus-support@xxxxxxxx
