I am not sure exactly what you are asking.  First, you need a set of 
performance data for the chiller which gives capacity and power consumption 
over a range of condenser and chilled water temperatures and a range of part 
loads.  Then, the data is manipulated and curve-fit for each of the various 
curves.  Most users develop a spreadsheet to take the available data and 
produce curve-fit coefficients.
