I do not understand your need to run the weather processor.  Can you not 
use the weather files as "processed"?  There are over 600 stored on the 
EnergyPlus web site.  Or process ones that you need using the weather 
converter.

A DLL embodies the weather processing code -- interface to it is described 
in the Auxiliary Programs document.  Is this what you are looking for?  One 
could create a command line program to run it, I believe.
