I believe you've erased some end of line markers.  One between 12/29/hr:15 
and 12/29/hr:16   and another where 1/24/hr22 is totally missing.  I will 
put a trap for future runs / releases in EnergyPlus for this.  EnergyPlus 
must have contiguous files, no missing hours of data.

You probably used a text editor to make your changes?  It would be safer to 
create a "csv" file using the weather converter, use Excel or other 
spreadsheet program to make your changes and then save it back to csv file 
to be re-read into the weather converter.  Sounds like a few too many steps 
but less likely to have the problems you're seeing.
