The six "design" values represent the chiller performance at one operating 
point, usually the published rating point for the chiller.  As the water 
temperatures and part-load change, then the capacity and COP (1/EIR) will 
change.  To define your own performance curves, you will need the manufacturer 
to provide a set of capacity and COP data for a range of condenser and chilled 
water temperatures.  If you do not have access to such data, then use one of 
the sets of curves provided in \DataSets\PerfCurves.idf
