You can specify the design hot water loop return temperature in the PLANT 
SIZING object (by specifying exit [supply] temp and delta T), but this is just
used for sizing the plant loop water flow rate.  

During the simulation, EnergyPlus will control the supply temperature to the
coils, the coils will request a certain flow rate, and any excess flow will be
bypassed.  So there is no active control of the return water temperature.
