If there is an svg output file, then HVAC Diagram has run.  When using EP-
Launch, it will always be run.  Failure of the diagram usually means a node 
connection error.  EnergyPlus can detect many types of node connection errors, 
but it does not detect all possible errors.  Version 1.2.2 will detect more 
errors than version 1.2.1, but it still will not be able to detect all possible 
errors.  Please submit your file to the yahoo files area or send it as a zipped 
attachment to energyplus-support@xxxxxxxx
