No. These convergence toleranaces in the BUILDING object are only used to
determine how many warmup days are simulated. The max/min zone temperatures and
zone loads are compared from one warmup day to the next. If they are within
these tolerances, then warmup is declared to be converged and the simulation
proceeds. If not, another warmup day is run. (Ref. Input Output Reference, p.
10, pdf p 40).
Zone thermostat controls have no tolerance or throttling range. If the heat
balance predicts that the zone temperature will fall below the heating setpoint
by any amount, then a heating load request is passed to the HVAC system.
