I am not sure what might be wrong.  Check the azimuth and tilt of the heated 
surface and the window.  If they are facing the same direction, they don't 
"see" each  other, and they will only have a slight long wave thermal exchange 
via other surfaces.  

There is no difference in the internal heat balance between the design day 
calculation and a weather file run period.
