Missing Weather file data -- as described in the section is the values used 
until it finds an actual valid value on the weather file input file.

If you look at Auxiliary programs, Data Field descriptions, you will find 
the descriptions of each field.  (page 47 in the PDF, ff/ page # 
37ff)  Just prior to that is the "IDD" (input data dictionary) for the data 
record field -- bolded field names are the ones that EnergyPlus actually uses.

Actually, I see that it doesn't have a missing data field value.  And, I'm 
really not sure that CSV input format will accept missing values in certain 
fields, but I imagine a 999. would be a safe guess.

Use your data.  Your Data Periods record should show 2 records per 
hour.  As I believe I described earlier, EnergyPlus will be able to use 
both of those and then interpolate to your time step.  The weather file 
doesn't need to be an hourly data file -- just most of them are.
