The national energy code is the IECC, available through
the international code council:  http://www.iccsafe.org/

For commercial buildings, the standard on which the IECC
is roughly based is ASHRAE Standard 90.1-2004: http://www.ashrae.org/

regionally.
I suggest consulting the applicable energy codes for the location you are
modeling.
