One does not usually use a specific year of weather data for building 
energy simulations.  There is an IWEC data file for Singapore.

Our weather converter program is distributed with the program.  It is 
an optional install -- you could "reinstall" EnergyPlus from your 
downloaded exe and choose it to be installed.
