If you are interested in creating historical year weather data for an
international location, the most tractable method relatively is to order the
weather data from the National Climatic Data Center in Asheville, North
Carolina (orders@xxxxxxxxxxxxx, I think) in TD-3505 format, and then create
the *.epw file from the raw data. You will have to deal with missing data,
filter out bad records, and most critically, estimating the solar radiation
from the existing cloud information. However, the cost for thec raw data in
quite reasonable ( ~ USD 100), and the turnaround is quick because it's now
done via e-mail.
Alternatively, for Singapore you can order the weather data, including
solar, from the local meteorological service, but the cost for one year's
data will be in the four figures (US dollars). A colleague and I have done
exactly this for an ASHRAE project, but unfortunately for you, we got
Singapore data for 1999.
