I am not an expert on the subject, but the equation in the Engineering 
Reference is consistent with the source code and with equation 7.2.1b on p. 26 
of "Window 4.0: Documentation of Calculation Procedures".

EnergyPlus algorithms follow Window 5 methodology, but I think this part is the 
same, and I do not believe there is a similar calculation procedures document 
for Window 5.
