The IDF editor has an option for IP units.  Natively, EnergyPlus is 
SI units.  There is also a program (currently in the Utilities or 
Updates folder -- will be in next release) that will convert output 
to IP units.

Because of the integrated solution, different plant or system 
configurations can change the basic building loads -- so, no.  Each 
case needs to be simulated separately.  The integrated solution of 
EnergyPlus is described in the first section of the Engineering 
Reference manual.
