When I run your input file (V1.2.2.030), I get the following in 
warning messages:

    ** Warning ** The design coil load is zero for COIL:Water:Cooling 
RESISTIVE ZONE_FANCOILCOOLINGCOIL
    **   ~~~   ** The autosize value for max water flow rate is zero
    ** Warning ** The design coil load is zero for 
COIL:Water:SimpleHeating RESISTIVE ZONE_FANCOILHEATINGCOIL
    **   ~~~   ** The autosize value for max water flow rate is zero
    **   ~~~   ** To change this, input a value for UA, change the 
heating design day, or lower
    **   ~~~   **   the system heating design supply air temperature

EAST ZONE_FANCOILCOOLINGCOIL

None of the above reference Coil:Water:SimpleCooling.

SimpleHeating, yes.  SimpleCooling, no.

There are also lots of Severes of the following nature:
    ** Severe  ** Error in Node="RESISTIVE 
ZONE_FANCOIL_CW_INLET_NODE", Inlet node did not find an appropriate 
matching "outlet" node.
    **   ~~~   ** If this is an outside air inlet node, it must be 
listed in an OUTSIDE AIR INLET NODE LIST object.
    **   ~~~   ** Reference Object=BRANCH, Name=RESISTIVE ZONE_CHWBRANCH
    ** Severe  ** Error in Node="EAST ZONE_FANCOIL_CW_INLET_NODE", 
Inlet node did not find an appropriate matching "outlet" node.
    **   ~~~   ** If this is an outside air inlet node, it must be 
listed in an OUTSIDE AIR INLET NODE LIST object.
