[EnergyPlus_Support] weather file

Dear Linda,
   i just download the the weather data Nanjing (CTYW)(china) from the 
web,but i have some suspicion for the data.For example,in the july 
3rd,the time of peak outside dry temp is 1;00;00(),but at 11;00;00,the 
temp is the lowest.Is it possible?
