This turns out to be a problem that we couldn't track down in our 
installation testing.

Specifically, it is the WinEPDraw dll (EPlusDrw.dll) that is located 
in the root
  (default: C:\EnergyPlusV1-2-3)
folder.

You will need to be able to unzip it.
   File        : /Updates/Windows/EPlusDrw.zip
   Uploaded by : lklawrie <linda@xxxxxxxxxx>
   Description : Update to EPlusDrw.dll -- goes in the same folder 
with the EnergyPlus.exe program.  Typically, you will see "File not 
found: EPlusDrw.dll" if you have the problem that this will fix.
