[EnergyPlus_Support] Eplus V1.23 Installation Error Message

During the installation of v 1.23, the following error message pops
up, "GLJ15.tmp - Unable to locate component
Application failed to start because DFORRTD.DLL was not found. 
Reinstalling the application may fix this problem."

Reinstalling the program results in the same message.  Does this
affect Eplus?

The Executable used was for the Windows XP Operating system.
