Two different problems here, both have been addressed:

The Dfortd.dll error doesn't prohibit things from running.  But it 
will stop WinEPDraw cold.

The fix for this is in the updates folder:

http://groups.yahoo.com/group/EnergyPlus_Support/files/Updates/Windows/

EPlusDrw.zip

Likewise the IDFEditor problem has been fixed.  In the same folder:

IDFEditor.zip

These should solve your problem.
