Daylight Illum at Ref Point reports the illuminance level from daylight only.  
It does not report any illuminance resulting from electric LIGHTS.  EnergyPlus 
does not model the lighting levels produced by electric lighting.  This would 
require more detailed lighting fixture models.

The EnergyPlus daylighting controls assume that the user has specified an 
andequate amount of artificial lighting.  As the illuminance from daylighting 
is sensed at the reference point, the daylighting controls dim the specified 
fraction of the artificial lighting according to the specified control type.
