[EnergyPlus_Support] Combiining systems to manage zone temperature

Hi all,

I am having a problem with a system that takes fresh air (which is 
heated by a heating coil) and baseboard heaters to keep a zone at a 
particular temperature. 

It looks like

ZONE EQUIPMENT LIST,
    zGrdPrivateDining Equipment,  
    DIRECT AIR,              
    zGrdPrivateDining Dir Air,  
    1,                       
    1,                       
    BASEBOARD HEATER:Water:Convective,  
    zGrdPrivateDining TH,              
    2,                       
    2;                 

Unfortunately, despite the fact that my zonal temperaturess are 
never getting near the 20C setpoint, the baseboard heater and air 
system are never combining to increase the zone temp. 

The reason I am so confused is because the baseboard heaters in 
other rooms are working fine when the are the only equipment 
managing room temperatures.
