If you are referring to the IGDG weather files, the average monthly direct
solar data is based on the weather files provided. These were derived from
calculations of solar data as described in the source document:
http://www.eere.energy.gov/buildings/energyplus/weatherdata_sources.html#IGDG
For some locations in Italy, there are two files available, IWEC and IGDG. You
may find it useful to compare the statistics for these pairs of files.
