[EnergyPlus_Support] Please give me some advice in using weather converter

Dear all,
I have been trying to convert TMY format data into epw format, and I 
found one problem in the convert tool.
Radiation data in TMY is solar time dada, and it is local time data in 
epw files. When I covert TMY into epw file, I find it still is solar 
time radiation data. You know, there is no longitude and latitude in 
the TMY files, so how can the weather converter convert it to local 
time data.
 Now can you tell me how to convert TMY file to epw file correctly?
