[EnergyPlus_Support] System Availability

I have my System Availability Manager scheduled to always be off. 
However in the report for System Cycle On/Off Status it shows that my
primary air loop is operating for some time steps.  I was under the
impression that the system availability overrides all other controls
on the loop.  Can anybody explain this?
