This was a good one!  Thanks :-)

Your Run Control object specifies "No" for Design Day run and "Yes" 
for weather file run but there is no RunPeriod.  (We'll issue a CR so 
this condition is more properly diagnosed)

Change your Design Day option on Run Control to "Yes" and you will 
get some fatal errors now, but you will be further along.
