Yes, it should. You can confirm this by making a second input file with zero
outside air. Then compare the autosized chiller capacity reported in the eio
output file. Note that if you have more than one chiller, EnergyPlus
autosizing sizes all chillers to meet the full load. You must assign hard
sizes (just for the chillers) to split the load between multiple chillers.
