[EnergyPlus_Support] HW pri-sec loop using Heat exchanger?

Greetings,

I have a primary and secondary hot water loop with different supply 
temperature setpoint.  Two loops are connected by a plate-frame heat 
exchanger.   

Can I use "Heat Exchanger:Plate: Free Cooling" instead to connect 
primary and secondary hot water loop?  I know it is initially used for 
condenser loop.
