Yes, the Water Heater:Mixed can probably be used for this.

A modification here: Two loops are connected by a shell & tube heat 
exchanger. 

Based on previous discussion, WATER HEATER:MIXED seems also a good 
choice?

Any suggestions will be appreciated.
