[EnergyPlus_Support] Heat Excahnger:Free Cooling questions

Hi, All

I still can't explain a problem related to "HEAT 
EXCHANGER:HYDRONIC:FREE COOLING".   The flow of heat exchanger 
condenser side is remaining zero all the time, while there is the 
flow rate of heat exchanger plant side.

The system is the primary and secondary loop. Two heat exchangers 
and two chillers are in the primary loop. Flows for chillers and 
cooling towers are calculated correctly.  

I have tried to set branches of Cooling towers, HX condenser 
branches "passive" or "active", but the problem still persist.  

Any suggestions will be greatly appreciated.
