My apologies for the slow response.

System Cycle on/off status reports the global on/off status for an AIR PRIMARY 
LOOP which results from the SYSTEM AVAILABILITY MANAGER action.  For the 
operation of individual coils, see the report variables associated with each 
coil type.  For example, one of the report variables for DX cooling coils is 
"DX Cooling Coil Runtime Fraction".
