Cost would be one consideration between the two.  DesignBuilder 
bundles EnergyPlus with it. EnergyPlus's interface is more of an 
intelligent text editor for the knowledgeable user.

There are other interfaces as well.

There is even a web interface that does the run for you and sends the 
results (and EnergyPlus input file) back to you.
