You can use REPORT:TABLE:MONTHLY to do this.  

Report:Table:Monthly,
Air Loop Fan Power Consumption, !- Name
, !- DigitsAfterDecimal
Air Loop Total Heating Coil Energy, HoursPositive,
Air Loop Fan Electric Consumption, SumOrAverageDuringHoursShown,
Air Loop Total Heating Coil Energy, HoursNonPositive,
Air Loop Fan Electric Consumption, SumOrAverageDuringHoursShown,
Air Loop Fan Electric Consumption, SumOrAverage;

The first two fields will report the fan energy when the heating coil is 
active.  The next two will report the fan energy when the heating coil is not 
active, implying cooling operation.  The last field is a check; it should equal 
the sum of columns 2 and 4.
