This is a bug.  It appears that the "ScheduleName for constant temperature" in 
OtherSideCoefficients only works for the case where the outside surface 
temperature is specified (Combined convective/radiative film coefficient < 
0.0).  When OtherSideCoefficients is used to specify the other side air 
temperature, then the schedule is not being used.  Thank you for calling this 
to our attention.
