The epw file does not have a wet bulb temperature.  It has a dew 
point temperature.

There is also the issue of interpolation.  Perhaps if you ran 
TimeStep in Hour = 1, you would see the temperatures exactly as they 
are on the epw file (hourly).  At other time step frequencies, they 
are interpolated between the time steps to make a continuous progression.
