To model a PTAC, I suggest using the window air conditioner object along 
with baseboard heating.  See objects:

AIR CONDITIONER:WINDOW:CYCLING
BASEBOARD HEATER:ELECTRIC:CONVECTIVE

and example file:

WindACAuto.idf (although this example file uses Baseboard 
Heater:WATER:Convective).

A specific PTAC object/model is scheduled to be added to EnergyPlus as 
part of the next release (October 2007).
