In general, the weather files used for energy analysis do not 
represent actual "years".  If you look at some of the EPW files, you 
will see the actual years that were used to make up the data 
listed.  Usually a month will have the same year but the next month may not.

The EPW file designates a start day of week for the weather file 
(ref: Data Period line).

For flexibility, the RunPeriod field allows you to change that.  And 
you can choose a week day for any subset run period you might choose 
out of the weather file.   Day of Week is primarily used for 
scheduled values, set points, etc.

As noted in the Input Output Reference:
Field: Day Of Week For Start Day
For flexibility, the day of week indicated on the weather file can be 
overridden by this field's
value. Valid days of the week (Sunday, Monday, Tuesday, Wednesday, 
Thursday, Friday,
Saturday) must be entered in this field.
