In energy efficient buildings, we have found that it is not unusual for
this to happen--
that peaks are in the autumn rather than the summer.   In the summer, the
solar angles are high while in autumn, it's more directly on the windows.

The ASHRAE Fundamentals provides monthly design data--you may want
to enter multiple design days and let EnergyPlus calculate the most
extreme.
(EnergyPlus allows you to enter as many design days as you want.)
