[EnergyPlus_Support] Heat Exchanger Outlet Control

I have posted a file (B3C_6.zip) in which I am not able to control the 
outlet of the Heat Exchanger:Generic object.  I am getting overheating 
which is causing my cooling coils to come on.  I have the outlet temp 
control set up and it matches the economizer lower limit.  Any ideas?
