[EnergyPlus_Support] Issue about Variable Speed Pump when minimum flow rate is set

Dear Supporter,

I met one issue about Variable Speed Pump when I tried to set its 
minimum flow rate. I used the sample idf file - 5ZoneAirCooled.idf 
and two EnergyPlus versions: 1-4-0 and 2-0-0. When the Min Flow Rate 
of CW Circ Pump (a Variable Speed Pump) is 0, the flow rate of this 
pump changes every hour, according to the building cooling load. But 
when I set the Min Flow Rate to 0.35, the flow rate of this pump 
keeps as constant as its maximum value in 99% cooling time. I post 
part of this result (EnergyPlus Version 1-4-0) at June 26th.
