If the OutsideFaceEnvironment = Ground, then the surface is in direct contact 
with the soil, and "View Factor to Ground" does not apply, so the value entered 
does not matter.  I suspect this is why the two examples do not agree, yet are 
both "correct" simply because the value is not relevant.

If the OutsideFaceEnvironment = ExteriorEnvironment, then "View Factor to 
Ground" would be 1.0 for a horizontal exposed floor which is facing downward.
