Thanks for your reply, but commenting on it:
  2.a- yes I understand that if time not comfortable summer is all occupied hours, then people wearing 0.5 clo will not be comfortable at all occupied hours, but what seemed strange that winter time not comfortable is less, which means that wearing 1clo is comfortable at some times while wearing 0.5clo is not comfortable at all... this seemed strange for an office building in a hot arid area, but I could find the reason: my set point operative temperatures for heating and cooling are 21 and 23 respectively and this range lies mostly in the winter comfort range... so I think that using the winter/summer naming is misleading and very confusing
  2.b- I also understand that "These report variables know nothing of summer and winter seasons" but I was reviewing the monthly results and uncomfortable hours in each month.
  2.c- basing on the reason mentioned in my 2-a; my temperature setpoints' range mostly lie in the winter comfort range as stated in E+ I/Oreference, So it's right that the summer region is empty.
   
  Thanks again but I need to know whether it's possible to report operative temperatures if no HVAC is used while the simulation uses HVAC?
