There is no limit. Perhaps the limit of memory but no practical, 
definitive limit.

Yes. Look at the documentation on Dayschedule:Interval and 
Dayschedule:List objects. This documentation starts on page number 
57 (PDF page 96). Also, the example file: 
1ZoneUncontrolled_DDChanges illustrates the use. The 
Schedule:Compact object can also handle subhourly schedules using the 
scheme presented in the Dayschedule:interval object.
