I do use "variable flow" in my simulation model. I tried to change to detail cooling coil, change the chiller water temperature, and etc. But nothing worked.
I have uploaded my input file to the yahoo group.

chiller objects to be "VariableFlow" instead of "ConstantFlow". This should
get rid of the max iteration errors. The chilled water loop pump should still
controll the overall chilled water flow and send excess flow through the bypass
pipe, so this should be equivalent from an energy perspective. If this does
not help, please send the input file to energyplus-support@xxxxxxxx or post it
in the files area of the yahoo group.
