I cannot reproduce your result.  I get zeros as expected for everything but the 
floor when using FullExterior.  Please check your input, and check that the 
wall surfaces are classified as WALL (and not FLOOR) in the surface input.

If you cannot resolve this, please upload the input file to the yahoo group 
files area or send as a zipped attachment to energyplus-support@xxxxxxxx
