The reason your setback temperature is not being reflected in the EnergyPlus
IDF data is related to the definition of your schedules. Schedule values of
0.5 represent 'setback' and my guess is that you do not have values of 0.5

I could find these schedules but for my surprise; although my cooling
setback temperature is set to 28C in Designbuilder, it's 100 in EnergyPlus,
with availability 0!! whereas the heating schedules are right as exported
from DB.
the following shows the 4 schedules of one zone (from my exported model E+
txt file):

So What's wrong? why do setback and availability change this way?

This is the schedule for cooling setpoints. The setpoint values '50'
indicate 'off', 28°C is the setback temperature and 24°C is the setpoint
temperature during occupied periods.
