We implemented a new test for valid dates since there was an export 
that was exporting day of year and causing crashes.

This is one that should ignore day 29 unless Leap Year is yes.  You 
could try saying leap year "yes" in the RunPeriod or in the weather 
file header and see if that helps until I test it out.
