What you suggest will work, but it will add lots of extra clutter to your input 
file.  Using the unitary zone and system type (with no cooling coil) would be 
cleaner, but still a bit messy.  For either system type, if you set the "System 
Availability Schedule" to always be zero in the Compact HVAC:SYSTEM object, 
then the air handling system should never run.  And also set the night cycle 
controls to "Stay Off".
