Currently, not all equipment types register plant flow requirements for 
autosizing.  Some of these have been fixed, but in general if the water flow 
rate is not autosizeable (as it the case for COIL:WaterToAirHP:*) then the 
plant loop probably does not see that flow rate when autosizing the loop flow.  
Check the autosized plant loop flow rate in the eio output file to see if it 
seems reasonable.  I suspect you will need to use hard sizes for the plant loop 
flow rates.
