A list of available interfaces and other utilities is available at 
www.energyplus.gov , but I am not aware of one that meets your request.  
I would recommend using COMPACT HVAC:* to build a system a close as 
possible to what you need, then modify the expif output file to create a 
customized system.  The example files are your guide from that point 
forward, run an example with the component you need, examine the svg 
diagram to see the layout of the components, then follow the pattern in 
the example file.
